Management Improvement for the Recycling and Treatment System of ELV Project 2021

In order to increase the recycling rate of scrap cars, this project has proposed subsidy to promote the dismantling ratio and subsidize the ASR(automobile shredder residue)processing costs. Amended the levying fee to encourage vehicle manufacturers and importers to provide ELVs dismantling information and material composition to complete the Li-battery disassembling guidelines. The environmental protection design of vehicles can be promoted toward the use of recycling plastics, low-polluting materials, and bring in easy-to-disassemble design. The ELVs reuse and recycling rate was 87.23%, reuse and recovery rate was 98.33% in 2020, which have reached the EU's recycling target. The quarterly survey of suspected unregistered company has been completed. This project has evaluated ELVs recycling technique and the outcomes of domestic innovation research projects. The results show that the project of ASR remanufactured tiles and waste foam into building materials with developing potential. Proposed an amendment of subsidy fee for treatment industry to facilitate the installation of SRF production equipment and thermal energy utilization plant and formulate regulation and auditing and verifying manual content. The responsible manufacturers and importers are also planning to set up a cogeneration plant and develop refined dismantling process to reduce the amount of ASR generated. This project has revised BAT manual to include specifications for disassembly line, airbag management and waste oil storage facilities. Conducted 10 sessions of recycling industry guidance assignments; 3 sessions of scrap car recycling seminars, with participants' satisfaction reaching over 85%; completed 4 sessions of treatment industry supervision and review meetings. The ELVs-dismantling in-situ showed that the weight of vehicle shells were 767.94 kg/car and 53.18 kg/scooter. Completed the ASR physical and chemical composition analysis of each season. In response to the reduction of industrial waste collected by incinerators, this project has proposed a dispatching allowance mechanism for EPA to deal with ASR. Based on the scale of the actual plant trial firing, it was evaluated that the SRF made from ASR can be used as an alternative fuel for cement, and the sewage and product composition meet the regulatory standards, which has energy-saving and carbon-reduction benefits.
